  3. Cheques issued by the Govt. of India in respect of grants made from the Prime Minister's Relief Fund to the State Governments and District Magistrates etc., should be collected without levying any service charges and credits should be given immediately AT PAR.
  1. Accounts of Government Departments, Ministries, etc. - Cheques tendered by Central / State Government Departments, for credit to Government accounts should be collected at par and this is applicable to all Govt. transactions including State, Railways, Defence, etc. However, if the Bank has no branch at the centre on which the instrument is drawn and the branches are required to collect the cheques through some other scheduled bank/co-op bank then the actual charges charged by the collecting Bank should be recovered.
  2. Freedom Fighters (Swatantra Sainiks) - No Service Charge is to be levied on collection/discount of pension bills/pension cheques of Freedom Fighters.
  3. Defence, CRPF, BSF, ITBP, Jammu & Kashmir Rifles, CISF personnel and their units’ accounts, retired personnel Widows of Defence Personnel deceased while in service - Details are furnished in chapter IX.
  4. The next of kin of the deceased soldiers may be allowed to collect 'at par' the cheques representing Ex-gratia from Regiments/Units, payment of terminal Credit balance, Armed Forces Provident Fund and Family Pension. However in all such cases out of pocket expenses and postal charges should be recovered.
  5. Collection charges in respect of instruments collected through the branch of another bank - Whenever an instrument lodged for collection is sent to the branch of another bank including private sector banks/foreign banks/RRBs, for want of our branches at the place on which the instrument is drawn, the commission on such instruments should be collected at 50% of the applicable slab rates and out-of pocket expenses like postage etc., should be recovered in full. Likewise, whenever the instruments for collection are received from the branches of other banks for collection only 50% of the applicable rates of the service charges is to be collected along with the recovery of the entire out-of-pocket expenses like postage etc. In view of the above, whenever the instrument lodged for collection are sent to the branches of other banks, the branches should ensure that the commission recovered by the other bank does not exceed 50% of the applicable rates of commission.
  6. Teachers' Salary Bills - Teachers employed in Government run/aided schools may be collected at par.
  7. The branches need not levy charges on cheques issued as per Court orders for investment in term deposits.

DEBIT CARDS

Service Charges (Service Tax extra as per Government of India regulations)

  • An annual fee of Rs100/- is charged in respect of RUPAY Card and Rs 300/- in case of Master Card.
  • POS transaction: No service charge levied on POS transactions except as under:.
  • Transactions at railway counters: (Percentage of transaction amount) + applicable taxes and surcharge.
  • Transactions at petrol pumps (percentage of transaction amount) + applicable taxes and surcharge .

Annual Fee -Although the card is issued with a validity of five years, each year the facility is reviewed. There will be no levy of annual fee for Staff members.

F) FACILITIES TO CERTAIN DISTINCTIVE CATEGORIES OF CUSTOMERS/ACCOUNTS

  1. Special Category of Accounts, like LIC, GIC UTI etc.
    1. No concessions in service charges to be given to special category of accounts such as
      1. Army Group Insurance.
      2. Quasi Government Bodies like Zilla Parishad, BDOs, Municipal Corporations etc. (Provisions under item IX of this chapter will, however hold good)
      3. Security/Police Forces like BSF CRPF etc. (Provisions under para II of this chapter will however hold good)
      4. NABARD
      5. LIC, GIC, UTI etc. except in cases detailed in (b) (c) & (d) below:
  2. Defence, CRPF, BSF, ITBF, CISF, Jammu & Kashmir Rifles Personnel/ Unit Accounts / Ex-Servicemen / Widows of Defence Personnel Deceased while In Service.
    1. At par collection of salary/terminal dues, including Insurance related Cheques issued by the Army group Insurance Fund Directorate.
    2. At par remittances to family up to Rs.5,000/- per month and one time remittance for payment of school / college fees in a year. Out-of-pocket expenses are however to be recovered.

    5. Normal concessions as applicable to other customers in respect of outstation cheques up to Rs.15, 000/- at a time.
    6. Service Charges on loans(such as processing charges, Inspection charges etc) granted to Ex-Service men/widows of Ex-service men/war widows/ disabled Ex-service men, under SEMFEX-II, SEMFEX-III, and NEF Schemes of NABARD, KVIC AND SIDBI are waived.
  3. Concessions for Religious, Welfare Service, Educational and Charitable Institutions who have been exempted from the payment of Income Tax.
    1. The instruments favouring Religious, Welfare Services and Charitable institutions may be collected at par.
    2. DDs/MTs/TTs to the above institutions may also be issued at par. However, postage and other out-of-pocket expenses are to be recovered. The branches, before extending concessions to any institutions under these provisions, should obtain a certificate from such institutions certifying their exemption from payment of Income-tax under section 10 of Income Tax Act and such certificate should be maintained in the files of the branch.
  4. Blind / Physically Handicapped, Disabled Individuals and Institutions Set up for their benefit: and Exempted from payment of Income Tax
    1. The institutions set up for the benefit of the blind, physically handicapped and disabled individuals are to be allowed the facility of at par collection of up country instruments. Similarly, payments made by these institutions to their own beneficiaries by way of DD, TT, MT are also to be allowed free of charge. However, all out-of-pocket expenses and postages are to be recovered.
    2. The individual accounts in the names of blind, physically handicapped and disabled persons, identified as such by the Branch Manager at the time of opening accounts are also to be extended with the facilities of DDs free of charge provided such DDs are issued to the debit of the persons accounts and not against the cash payment. However, postages and other out-of-pocket expenses are to be recovered. It is further clarified in the matter that before giving concessions to the above categories, the Branch Managers should satisfy themselves that the person (beneficiary) is blind, handicapped, or disabled.
  5. Co-Operative Bank / Land Development Banks:
    1. DDs / TTs / MTs may be issued to the above banks which are banking with us charging 50% of the normal prescribed rate of commission for remittances provided such banks give an undertaking in writing at their Head Office level that they would charge their customers same charges as public sector banks for issue of DDs and hence does not pass on the benefit to their customers.
    2. The charges to be levied for transfer of funds from the account of the co-operative bank at one centre to that of another centre maintained with us, should be as follows plus 12.24% of the charges.

      For amounts up to Rs. 5,000/- 4 paise % with minimum of 30 paise

      For over Rs. 5,000/- 3 paise % with minimum of Rs. 2/-

    3. Concession for issuing inland Guarantees/Letters of Credit to Co-operative Banks:

      50% of the usual service charges for issue of inland Guarantees/ Letters of Credit as per Chapter-V and VI may be extended to Co-operative Banks and the benefit of this concession is not passed on to the customers.

  6. Regional Rural Banks
    1. Collection charges in the following cases will be shared by Public Sector Banks and RRBs on 50:50 basis.
      1. Collection charges of third party’s cheques/instruments drawn on Public Sector Banks and tendered to them for collection by RRBs.
      2. Collection charges of third party cheque/instruments tendered by Public Sectors Banks to RRBs for collection.
      3. Public Sector Banks will not levy Collection charges/Commission on cheques/drafts tendered by them (RRBs) to Public Sector Banks for collection, irrespective of whether such RRBs are sponsored by them or not.
      4. No service charges should be levied on remittances of refinance instalments to NABARD from RRBs sponsored by us.
      5. Free transfer of funds - No service charges will be levied on remittances of funds between Head Office and branches of RRBs.
  7. Kendriya Vidyalaya Sanghatan (Central School Organisation)

    Free remittance facility may be allowed to Kendriya Vidyalaya Sanghatan in terms of provisions laid down under para - 3 above. Postage and other out-ofpocket expenses should be recovered.

  8. Service Co-Operative Societies, District Rural Development Agencies

    Cheques deposited by DRDA, Primary Agricultural Societies banking with us may be collected free of commission, levying postal tariff as per "Postal Tariff" and out of pocket expenses, if any.

  9. Agencies Implementing Government Sponsored Schemes

    Collection of instruments representing subsidy amounts under Government sponsored schemes may be done free of charge including postage.

    Remittance of Government Funds by DRDA, and other Government Departments involved in implementation of Government sponsored schemes like IRDP, Social Security Schemes etc. be effected free of cost.

  10. Pensioners

    Our branches/offices need not levy any service charges on collection/discount of pension bill/pension cheques of pensioners of Central/State Government and Armed Forces. Out-of-pocket expenses are to be recovered in full in such cases.

  11. Current Account maintained with Bank of India / Other Banks

    Accounts maintained with Bank of India/Other Banks are for clearing operations only. For transactions not pertaining to clearing operations, State Bank of India/Other banks would be levying a commission.

    The above charges will be applied/collected for cheques drawn favouring third parties including cheques favouring other banks and collection of local cheques on behalf of agency banks. Cash deposits by third parties to our account with State Bank of India/other Banks are not permitted.

  12. Senior Citizens and pensioners:

    Senior Citizens and pensioners at 'Other than rural areas' are eligible for special rate of service charges as applicable to - 'Individuals in Rural Places' for their personal banking such as 'Maintenance of SB Account', Collection of Cheques / drafts / I/D warrants and Remittances like DD etc.
